Executive Management Team
Andrea Tomkinson
Andrea succeeded Paul Tomkinson as Executive Director of Tomkinson in 2014. She has more than 20 years of planning, project management, and leadership experience. Alongside her co-director and a strong management team, Andrea is committed to regeneration and fostering growth for the company. In addition to managing complex, multi-disciplinary projects, she is also proficient in the development and review of detailed statutory planning, design, and construction documents; project specifications, cost estimates, and life cycle analyses; technical report writing, and public communications and presentations.

Andrea is Chair of the Urban Development Institute’s (UDIA Vic) Northern Chapter and is a Member of Regional Development Australia’s Loddon Mallee Committee.
John Guise
John joined Tomkinson in 2011. He brings a wealth of experience to our project management ranks, providing services to a diverse range of clients, including residential, commercial, industrial, and institutional developers. John also has insightful local knowledge of the G21 Regional Alliance areas. Over the years, he has consistently demonstrated exemplary leadership and a focus on fostering employee growth and development. Prior to joining Tomkinson, John spent six years as a senior construction project engineer with Leighton Contractors/Baulderstone Hornibrook, where he managed numerous successful road and drainage construction projects. His experience also includes stints as a construction manager for NGO Lagos in Nigeria and a construction services engineer with Invensys Operations Management in Texas.
Vish Shah
Vish is a CPA (BCom, MBA) with over 20 years of experience. He is a strategic thinker and has held various senior finance roles. More recently Vish has managed various projects in the health food, real estate, animal health, public works, mining, and land development sectors. A true thought leader, Vish has vast experience in providing strong financial, commercial, and operational services in several industries. Vish has a collaborative working style, he strives to inspire, support, and grow the business towards a lucrative future.

Matthew Elliot
Matt joined Tomkinson in 2003 and was thereafter promoted Central Victoria Regional Manager based in Bendigo. Matt’s prior experience includes stints as a design engineer and consultant in Sydney and Melbourne. From concept to completion, Matt brings a wealth of experience in many aspects of land development, engineering, and project management working alongside our multi-disciplinary team. Matt prides himself on providing honest, practical, technical yet realistic advice to our diverse range of clients.
Stephen Hopper
Stephen joined Tomkinson in 2016 bringing 40 years of experience in land development, project, and construction management with him. Stephen has been responsible for civil engineering and project management for a range of civil projects including the planning, concept, design, development, tender documentation, and construction phases. Stephen’s understanding of both the public and private sectors provides an integrated perspective on land development initiatives.
Katie Xiao
PLANNING (MANAGER Engagement + Business Development)
Katie has over 20 years of experience in both urban and regional planning, and diverse planning roles across VIC, NSW, and the Pacific. Technical knowledge and multidisciplinary expertise allow Katie to collaborate and manage teams and take a balanced and open-minded approach to planning advice and strategies for clients and councils alike. Katie prides herself on the positive changes she creates through her work and ensuring that clients can benefit from her advice and decision making.

Alex Reid
Alex has over a decade of experience working in civil infrastructure, residential and industrial land development sector. Joining Tomkinson in 2011 after completing his Bachelor of Civil Engineering (Hons) at La Trobe University. He is a Registered Professional Engineer and works as an Engineering Manager in our Bendigo office. Alex utilises his experience to provide project management oversight to ensure that our clients’ projects are completed according to project specifications delivering on multi-disciplinary projects throughout Victoria to very high standards.
Michael McVicar
Nathan Bawden
Nathan has been with Tomkinson since 1998. He specialises in the detailed design of large-scale projects through all phases of development. With over 25 years in the professional design field and experience managing municipal and land subdivision projects and their associated infrastructure. Nathan is valued long standing member of our team and is committed to maintaining strong working relationships with clients and referral authorities to achieve high quality principal design outcomes.
John Beveridge
John joined Tomkinson in 2023 with over 30 years of experience as a land development engineer, specialising in design and documentation of roads, drains, sewer and water services for small to large scale residential and industrial developments. He has a detailed understanding of relevant standards, codes and design guidelines and has well-established relationships with local authority personnel. With his wide experience, he serves as a exceptional mentor for our team.

Bran Djukic
Engineering and Project Management (Senior Project Manager)
Bran brings over 20 years of experience in the civil engineering and land development industries, both as a consultant and civil contractor to the Tomkinson team. He has helped deliver numerous residential and industrial subdivision and associated infrastructure projects with his extensive knowledge and understanding of industry and authority regulations, that have allowed him to employ a collaborative approach to deliver projects that have exceeded stakeholder expectations.
Jagraj Benipal
ENGINEERING AND PROJECT MANAGEMENT (PROJECT ENGINEER)
Jagraj is a Civil Engineer working in the design and project management field of municipal and land subdivision projects and associated infrastructure. Jagraj joined Tomkinson in December 2019 after graduating with a Bachelor of Civil Engineering (Honours) from La Trobe University. He has continued to undertake engineering projects for clients in both the private and public sectors with transparency, consistency, and efficiency
Christina Katela
Christina is a broadly skilled Engineer, with 20 years combined professional experience in civil engineering and Land Development space, both in Australia and abroad, working for both public and private sector in various capacities. She strives to continually enhance and expand the Tomkinson’s team capabilities, leveraging deep industry knowledge and proven client satisfaction.
Nick Pisalidis
ENGINEERING AND PROJECT MANAGEMENT (PROJECT MANAGER)
Nick is a broadly skilled project and civil engineer with a proven track record in delivering complex and significant capital civil works through to specialist project engineering services across civil, commercial, and private residential. He joined Tomkinson in 2018, and brings extensive knowledge of engineering concepts, practices, and procedures.
Harley Bond
Harley brings over a decade of experience to our team, joining Tomkinson in 2021 and works as a Project Manager through all phases of projects. He works closely with clients and collaborators to provide technical expertise to plan projects, establish project criteria, coordinate project reviews, and ensure the proper implementation of project elements. He is highly knowledgeable and passionate, having been involved in many projects, the diversity of such allowing him to be adaptable to specific project requirements providing extensive value to clients.
Jack Maher
Engineering and Project Management (Project Engineer)
Jack began his career with Tomkinson in 2016, joining us as a student engineer. Completing his Bachelor of Civil Engineering (Honours) at La Trobe University in 2019, Jack took a full-time role with us as Project Engineer. He now currently works in the design and project management field of municipal and land subdivision projects and associated infrastructure, from initial design to project completion, valuing comprehensive collaboration and detailed communication.
Michael Kirk
Michael has recently completed his Bachelor of Engineering and currently working as a Graduate Engineer at the Westmeadows office. He has joined Tomkinson with over 10 years of on-site experience in the construction industry. He is ambitious, striving to become an excellent design engineer and is eager to make positive contributions to Tomkinson.
Sam Maher
Matt Lucas
Matt brings over 20 years of experience as a Project Manager to Tomkinson, joining the team in our Wangaratta office in 2021. His experience includes managing many successful infrastructure projects around Australia. At Tomkinson, Matt manages projects through the design, construction, and compliance stages to completion, and is able to utilise his vast and extensive knowledge to complete projects and work towards successful outcomes.
Sebastian Andrea-Ross
Brody Brown
Brody commenced full-time work as an engineer with Tomkinson in 2022 after having been with the team since early 2021 while completing his Bachelor of Civil Engineering (Honours) at La Trobe University. Brody continues to gain excellent experience working with the team to provide services that include the design of regional and urban roadways and utilities; grading, drainage, and paving plans; water and wastewater systems; flood modelling and earth works.
Shubham Rana
Engineering and Project Management (Graduate Engineer)
Since his arrival at Tomkinson in early 2022 as student engineer, Shubham has earned his Bachelor of Civil Engineering (Honours) from La Trobe University and smoothly transitioned into a full-time role with the company in late 2023. Collaborating on drafting and project management tasks with his team, Shubham brings his meticulous attention to detail and unwavering work ethic to a variety of land subdivision projects and associated infrastructure, consistently aiming for excellence in all endeavors.
Rajith Dias
Rajith joined Tomkinson in 2022 as a Civil and Survey Draftsman in Melbourne and is now in a Senior Draftsman position bringing over 8 years of experience to the team. He primarily works collaboratively with design and project engineers to draft proposed development project plans including Road & Drainage, MRWA Water & Sewer plans for approval form councils. He has completed his Diploma of Civil engineering at Melbourne Polytechnic and has vast experience in CAD drafting for a range of plan types.
Zac Dingwall
Engineering and Project Management (GRADUATE Engineer)
Zac has recently completed his Bachelor of Civil Engineering (Honours) at La Trobe University and now is a Graduate Engineer with Tomkinson. Zac has been with the Tomkinson team since early 2022, working on a range of projects which have broadened his skillset. He takes pride in his detail oriented and comprehensive work, aiming to best reflect client requests.
Praveen Weerasiri
ENGINEERING AND PROJECT MANAGEMENT (graduate ENGINEER)
Praveen is a Graduate from the Bachelor of Civil Engineering (Honours) at La Trobe University. He joined Tomkinson in 2022 as a part of La Trobe University’s Work Integrated Learning Program, and since commencing at Tomkinson, he has gained invaluable experience working with our team with the objectives of delivering work at a high standard.

Cameron Hayes
Planning (Planning Team Co-Ordinator)
Cameron joined Tomkinson in 2021. He has worked in the Local Government Sector for almost 20 years and has extensive experience in coastal and regional planning issues. Having worked in Local Government, Cameron is able provide significant advocacy to clients, removing potential and perceived barriers associated with town planning. Cameron gained a GradDip in Community Planning & Development from La Trobe. He is now responsible for providing guidance and instruction to Tomkinson’s planning team.

Tracey Simmons
Tracey has a Masters First Class Honours of Planning from RMIT. She has a diverse range of experience, having worked in Local Governments including Surf Coast, Golden Plains and Mornington. Tracey’s wealth of experience, knowledge, networking as well as her planning and own life experiences in rural farming owning and managing commercial and industrial businesses gives her a broad yet in-depth understanding of various projects and ability to achieve the best outcomes in a timely manner.

Sam Hockly
Sam joined Tomkinson in 2021 and has worked in both the public and private sector as a town planner across a variety of Victorian planning schemes. Sam has experience in both statutory and strategic planning for numerous regional councils and as a private consultant for Tomkinson. He holds a Bachelor of Science in Geography and a Graduate Diploma in Community Planning & Development.

Daniel Stagg
Planning (Urban & Regional Planner)
Daniel joined Tomkinson in 2023 and had previously worked as a Statutory Planner at Campaspe Shire Council. Through his time at Council, Daniel has a strong understanding and regional and rural issues currently impacting communities and has experience in statutory planning, strategic planning and compliance issues. He holds a Bachelor of Planning (Honours) from La Trobe University. Daniel prides himself on a clear and concise communication style, ensuring all stakeholders are valued and supported through the planning process.

Richard South
SURVEYING AND PROJECT MANAGEMENT (REGIONAL MANAGER)
Richard has over 15 years of industry experience beginning his career with Tomkinson as a Graduate Surveyor in 2011. After working internationally for several years, Richard returned to Tomkinson in 2015 and commenced a management role in 2021. Richard combines meticulous attention to detail experience, expertise, and hi-tech equipment to effectively enable clients and various stakeholders to get the very best outcomes on complex survey and land development projects.
Chris Franks
Chris has over 30 years of consulting experience, managing a wide variety of survey responses to project requirements. Regardless of the project size or complexity, Chris creates timely and effective solutions to manage all eventualities. He consistently works in collaboration with clients and professional partners to provide sound advice and guidance to project completion.

Jason Parker
Jason has over 30 years professional experience in all disciplines of land surveying, ranging from engineering set-out to major land subdivision projects. He has continued to undertake and manage surveying projects at Tomkinson for clients in both the private and public sectors in both Torquay and Bendigo. Jason liaises with clients and manages survey projects, collaborate with our multi-disciplinary team to ensure projects are completed efficiently and accurately.
Pat Walpole
Began working in the Surveying industry in 2007, before graduating from RMIT with a Bachelor’s in Applied Science (Surveying) in 2009. Since then, Pat has worked primarily in the land development industry working on infill and estate subdivision. He has great experience in the public sector previously working for Barwon Water. He has lived and worked in the Geelong region since 2016 and achieved registration as a Licensed Surveyor in Victoria in 2020.

Paul Hardie
Paul joined Tomkinson in 2021, having previously worked as a surveyor while studying at RMIT. Following his graduation in 2008 he collaborated on large projects around Victoria, including surveys for the Melbourne Metro Rail Tunnel and the Inland Rail project. Since moving to Tomkinson, he has commenced his Professional Training Agreement and is on his way to becoming a Licensed Surveyor, currently gaining invaluable experience and working on new estates.
Matt Suwart

Matt joined Tomkinson in 2023 and comes to us after working in a variety of companies over his 19-year career in surveying. Since graduating from the UTAS he worked for 7 years in Hobart, including a stint with Lark and Creese Surveying and the Hobart City Council. Matt then he moved to Vic/NSW to work in Albury/Wodonga, and then Horsham for 7 years before joining us at Tomkinson. Matt has worked on numerous field projects in several areas including topographic surveys, land title surveys, construction set-out and certification, boundary re-establishments, subdivisions, boundary re-alignments, and dam monitoring.
Patrick Leahy
Pat began at Tomkinson in 1998 as a Surveying Technician, then moving into the Senior Draftsperson role. Pat had previously worked as a Surveying Technician throughout regional Victoria, providing him with an extensive background and wide range of expertise and experience. Pat is a valuable longstanding member of our team and has worked on many key projects with Tomkinson, such as large-scale subdivisions in the Bendigo region, the Bendigo Bank building, Bendigo Airport and Fortuna Villa.
Tim Croft
Riley Brightmore
surveying (surveyor)
Riley joined Tomkinson in 2023 bringing 10 years’ experience in many fields of surveying. Staring within cadastral working on everything from greenfield subdivisions to laser scanning he then spent three years working on the west gate tunnel project assisting in the creation and installation of the bridge segments that make up the new elevated road in Footscray. Riley’s passion for the survey industry and a high level of detail makes him a great additional to the Tomkinson team.
Tannen Becke
Tannen Becke joined Tomkinson in 2022 after completing his Diploma of Surveying in 2020. He is dedicated to seeking innovative solutions for our clients through collaboration and communication, as well as contributing his knowledge and skills towards surveying projects in Westmeadows and wider Victoria.
Business Support
Karen Shellnack
Karen joined Tomkinson in 2018 as an administration officer in our Westmeadows office. Karen is responsible for all Reception and Administration support at this office, as well as taking on company payroll responsibilities. Karen works closely with the finance department for all related duties. Her wide variety of skills have become a valuable asset to our growing team.
