Frankston Arts Centre Forecourt Upgrade
The Frankston Arts Centre Forecourt Upgrade is a key civic renewal initiative designed to enhance accessibility, visitor experience, and public amenity in one of Frankston’s most prominent cultural destinations. Tomkinson was engaged by Pollen Landscape Architects and Frankston City Council to deliver surveying and civil engineering services essential to bringing this revitalised public space to life.

Our team provided detailed feature and level surveys, road reconstruction design, drainage design, and support for the relocation and upgrade of bus stop infrastructure along Davey Street. Leveraging our established relationship with the Department of Transport, we worked collaboratively to meet stakeholder requirements for modifications to this DTP‑managed road while minimising disruption and ensuring compliance with transport standards.
A key focus of the project was ensuring full DDA accessibility throughout the forecourt. Working closely with Pollen and access consultants Architecture & Access, we developed a comprehensive 3D model of the site to guide contractor set out and verify compliant grades across all stairs, ramps, landings, and circulation areas.
Tomkinson’s integrated surveying and engineering approach supported a seamless design and construction process, resulting in a welcoming, functional and accessible public space for the community. The upgraded forecourt now offers improved pedestrian flow, safer transport connections, and an enhanced arrival experience befitting a major arts and cultural venue.
